In early 2023, Private Military Companies experienced a boom due to legislation backed by Starlight Enterprises. In the public slang, this legislation has been termed the "Home Free"-Law, and no one's quite sure how the hell they managed to get it passed.

In practice the law makes it impossible to prosecute any PMC for any actions they perform under contract, as long as they manage to get back to their designated headquarters before they're caught. It is, however, possible to prosecute their employer, but a complicated system of escrow services and financial systems makes it almost impossible to establish who employed a given PMC for a given operation.
